  • Static pressure at an outside hose bib, with a gauge, before anything else
  • The pressure regulator (PRV): most San Diego homes have one and they fail quietly
  • Whether the main shutoff and meter valve are fully open
  • Flow at several fixtures to separate a whole-house problem from a single fixture
  • Supply line material and era, if the house is old enough for galvanized pipe
